Senate Majority Leader Mitch McConnell’s move to scrap many of the chamber’s August recess plans to rob politically imperiled Democratic incumbents of campaigning time, but Minority Leader Chuck Schumer is embracing the advance by using a pitch for how to pay out it: heath care treatment.
